British Columbia’s Agricultural Land Commission and Agricultural Land Reserve were created in a time with growing public concern about climate change, population growth, and rising food prices. Developers were buying up farmland around cities and poorly planned new construction was creating immense challenges for the farmers who were being surrounded by urban encroachment.

Harold Steves, a farmer, was part of a movement that was fighting for environmental stewardship and human needs to be given due consideration in the development process. He was asked to run for office to get farm protection passed into law. He campaigned on the issue and got the Land Commission Act through in 1973, initiating 50 years and counting of farmland protection.
